Appointment of new Tribunal Members
Six new full-time Members have been appointed at the Tribunal for five-year terms: Sarah Churchill-Joly, Gary Stein, John Hutchings, Anthony Morgan, Ashley Bressette-Martinez and Jo-Anne Pickel.
Ms. Churchill-Joly is a bilingual lawyer and mediator specializing in Canadian and international human rights, Indigenous rights and labour law. With degrees from the University of Ottawa and membership in the Ontario Bar, she has held positions at the Canadian Human Rights Tribunal and the Department of Justice Canada, representing Canada in significant inquiries and litigation.
Mr. Stein is a seasoned legal professional with a diverse background in both law and community advocacy. Holding degrees in political science, law and environmental studies, he has been practising law for over three decades, initially focusing on civil litigation and corporate advisory roles and later on community legal services.
Mr. Hutchings is a bilingual lawyer with expertise in human rights, migration, constitutional law and administrative law. With degrees from McGill University in political science and law and membership in the Ontario Bar, his career includes roles at Immigration, Refugee and Citizenship Canada and the Immigration and Refugee Board of Canada, where he served as counsel and Assistant Deputy Chairperson, contributing internationally to refugee and migration training and dialogues.
Mr. Morgan has an extensive background working on issues of anti-racism, Indigenous rights and equality rights. With degrees from the University of Toronto, McGill University and the University of Oxford, he has worked with various community organizations and boards focused on increasing community safety and well-being for marginalized and racialized community members. Through varied experience, Mr. Morgan has developed an expertise in matters of Canadian and international human rights, racial discrimination and justice policy.
Ms. Bressette-Martinez has worked for the last two decades with federal commissions and tribunals. She has held senior positions with the Office of the Public Sector Integrity Commissioner, the Immigration and Refugee Board and the Social Security Tribunal of Canada. Her most recent role was as Regional Director General for the Courts Administration Service. Ms. Bressette-Martinez is fluent in English, French and Spanish and is a member of the Metis Nation of Ontario. She has a law degree from the University of Ottawa and is a member of the Law Society of Ontario.
Ms. Pickel is a bilingual lawyer and an experienced decision-maker in the fields of human rights and refugee law. With degrees from McGill University and the University of Toronto, she was a vice-chair at the Human Rights Tribunal of Ontario from 2012 to 2018 and a member of the Immigration and Refugee Board’s Refugee Appeal Division from 2018 to 2024. Prior to becoming a decision-maker, Ms. Pickel was a partner at a leading labour law firm in Toronto.
