Tribunal mediators

Douglas Sanderson was called to the Ontario Bar in 1997. Mr. Sanderson has a private workplace dispute resolution practice, providing mediation, adjudication and investigation services. He is also an external adjudicator with the Canada Industrial Relations Board. Prior to starting his dispute resolution practice, Mr. Sanderson practised labour and employment law with Littler LLP. Mr. Sanderson was also a vice-chair of the Human Rights Tribunal of Ontario between January 2011 and January 2021.

Jennifer Scott is a member of the Ontario Physicians and Surgeons Discipline Tribunal and the Health Professions Discipline Tribunal Pilot. Previously, Ms. Scott was an adjudicator with Tribunals Ontario, serving as Vice-Chair of the Human Rights Tribunal of Ontario and Associate Chair of the Child and Family Services Review Board, Custody Review Board and the Ontario Special Education Tribunals. She created the Child and Youth Division, a division dedicated to cases involving children and youth. Prior to becoming an adjudicator, Ms. Scott practised administrative law under the firm name Scott & Oleskiw and before that, was the Director of Litigation with the Women’s Legal Education and Action Fund (LEAF). She has been a frequent contributor to continuing legal education programs for provincial bar associations, law schools, legal aid clinics, advocacy organizations and professional associations.  

Kathleen Smith is a mediator and adjudicator with extensive experience in human rights. Since October 2018, Ms. Smith has been a full-time member of the BC Human Rights Tribunal. She holds an LLB from Dalhousie University, a certificate in conflict resolution from the Justice Institute of BC with a specialization in mediation, and a certificate in restorative justice from Simon Fraser University. Her other dispute resolution experience includes volunteering as a restorative justice facilitator and past roles adjudicating refugee claims in Canada and conducting review panel hearings under BC’s Mental Health Act. Ms. Smith is currently pursuing qualifications to become a child protection mediator. 

Raj Anand is a senior civil litigation, administrative, employment, professional regulation and human rights lawyer and a former bencher of the Law Society of Ontario. He also acts as an investigator, mediator and adjudicator. Mr. Anand is the Chair of the Board of Governors of the Law Commission of Ontario. He is also a former chief commissioner of the Ontario Human Rights Commission and was the founding chair of the Ontario Human Rights Legal Support Centre. He acted as a board of inquiry under the Ontario Human Rights Code and the Police Services Act, as co-chair of the University of Toronto Tribunal and as counsel to a number of administrative tribunals. In 2003, Mr. Anand received the Law Society Medal, the highest honour awarded by the governing body of the legal profession in Ontario.
